PORT AUTHORITY ELECTS OFFICERS

HEATH, OHIO – The Board of Directors of the Heath-Newark-Licking County Port Authority elected officers at its regular June meeting. Stephen Layman was re-elected Chairman and Fred Paul was re-elected Vice Chairman/Secretary for one-year terms.

Layman has served as Chairman of the Port Authority Board since June 1998. He is a Licking County appointee to the Board and is a real estate broker with Shai Commercial Real Estate.

Paul was elected to his fifth term as Vice Chairman/Secretary. He is a Heath appointee to the Board and is retired from Rockwell and C-TEC.

The Board of Directors consists of nine members, three appointed by each of the City of Heath, City of Newark, and Licking County Commissioners. The Port Authority owns and develops the Central Ohio Aerospace & Technology Center in Heath and is the largest self-sustaining port authority in Ohio.

Grigsby 10-Year Service

PORT AUTHORITY RECOGNIZES 10 YEARS OF SERVICE

HEATH, OHIO — The Heath-Newark-Licking County Port Authority recently recognized Erin Grigsby for 10 years of service. Erin is Director, Finance and Compliance for the Port Authority. She began in June 2009.

Erin was recognized at the recent Port Authority Board of Directors meeting with a certificate of achievement.

Erin is a graduate of Whitehall High School and Capital University. She resides with her husband in Newark.

PORT AUTHORITY BOARD SPECIAL MEETING ANNOUNCED

HEATH, OHIO – The Heath-Newark-Licking County Port Authority has scheduled a special meeting of the Board of Directors, for Tuesday, May 14 at 3:30 p.m. The meeting will be held in the boardroom of the Port Authority offices at 851 Irving Wick Drive West, Heath, Ohio. The Board is expected to consider action on a resolution to provide financing for a development project proposed in Etna Township and meet in executive session to consider real property matters in Heath.

Balderson Tour

REP. BALDERSON TO TOUR AEROSPACE CENTER FACILITIES IN HEATH

HEATH, OHIO — The Heath-Newark-Licking County Port Authority will host U.S. Representative Troy Balderson for a tour of five industrial facilities on the Central Ohio Aerospace and Technology Center in Heath on Friday, March 29, 2019. The Port Authority is hosting the visit as what it is calling a “deep dive” look at defense industry, manufacturing, infrastructure, and workforce topics at its campus in Heath.

The Aerospace Center is manufacturing-oriented and the largest defense-related facility in the 12th Congressional District employing 1,425 people in manufacturing and defense industries.

Media are invited to take part in the tours, in part or in whole. The tour begins via bus at 10:00 a.m. departing from the Port Authority administrative building and will return to the building at 12:00 p.m. The tours will commence in 15-minute increments along with travel time between stops.

PORT AUTHORITY FINANCING INCENTIVE ADVANCES FOR KOHL’S PROJECT

Creative Financing Transaction Provides Licking County TID with Infrastructure Funding
ETNA, OHIO – The Heath-Newark-Licking County Port Authority creative financing package for the Kohl’s Project in Etna Township advanced today with the Licking County Transportation Improvement District (TID) reaching an agreement with the Port Authority for use of infrastructure funding. Kohl’s is expected to sign on to this component of the state-local incentive package within the next few weeks through the Port Authority’s Potentia Financing program that will then trigger a contribution to transportation infrastructure with the TID.

Before construction began on the CRG development in Etna Township, the developer approached Licking County for support with the infrastructure needs nearby the proposed project. The Kohl’s site is located in Etna Township off of State Route 310. Understanding the impact the fulfillment center project would have on the regional economy, the Port Authority originated a creative financing mechanism that helped to both incentivize the Kohl’s project but also invest in solving some of the future transportation needs of the surrounding development area. Terms were first reached in November 2016 with the developer and in October 2018 with Kohl’s.

Public-private partnerships are at the heart of a great deal of Central Ohio success stories and this is one more example in a big way,” said Heath-Newark-Licking County Port Authority President and CEO Rick Platt. “We were glad to play a partnership role in advancing the Kohl’s investment in Licking County and provide a basis for future transportation infrastructure in Licking County in partnership with the TID.”

Here’s how it works: The Port Authority agreed to issue up to $88 million in revenue bonds through its Potentia Financing program for the new Kohl’s fulfillment center. Port authority revenue bonds uniquely bring with them a sales tax savings on the building materials used in construction. The capital lease agreed to with Kohl’s provides for the conversion of a portion of the savings to be committed by Kohl’s to fund public transportation infrastructure costs in the State Route 310 area. A total of $1.6 million of the sales tax savings will be provided to the TID for use toward future transportation infrastructure. The Port Authority Board approved the agreement with Kohl’s at its December 2018 meeting. The real estate portion of the transaction between Kohl’s and the Port Authority is expected to be completed by mid-February.

The TID is pleased to partner with the Port Authority to help deliver on a promise of transportation infrastructure improvements in the State Route 310 area through this creative financing tool,” said Bill Lozier, TID projects director. The Licking County TID Board of Trustees took action today to approve a partnership agreement with the Port Authority.

In general, port authority-issued revenue bonds are nothing new. The Port Authority has involvement with $450 million in various financings since its first one in 2002. Converting the savings into public infrastructure investment, however, is less common. This sales tax conversion mechanism was first known to have been used in Ohio in 2014 with an L Brands project in New Albany concluded by the Heath-Newark-Licking County Port Authority.
