PORT AUTHORITY RECOGNIZES COTTRELL’S 10 YEARS OF SERVICE

HEATH, OHIO — The Heath-Newark-Licking County Port Authority today recognized Clarence Cottrell for 10 years of service.  He is Senior Project Manager for the Port Authority.

Cottrell has held his position since December 2014 and is responsible for management of construction projects and oversight of property management functions at the Port Authority.  Most recently, he managed STEMFlex Way construction in Newark.

Cottrell is a graduate of Heath High School.  He resides with his wife and daughter in Heath.

Cottrell was recognized for his service with a certificate of achievement at the December meeting of the Port Authority Board of Directors.  Astonishingly, he is the fifth of the Port Authority’s six employees to pass the 10-year service milestone.

2025 Schedule of Regular Board Meetings

PORT AUTHORITY 2025 BOARD MEETINGS ANNOUNCED

HEATH, OHIO – The Heath-Newark-Licking County Port Authority announced its Board of Director’s meeting schedule for 2025.  The meetings are held starting at 3:30 p.m. on the second Tuesday of every other month in the conference room at the Port Authority offices, 851 Irving-Wick Drive West, Heath.

The schedule is as follows:

February 11
April 8
June 10
August 12
October 14
December 9

Board meetings are preceded, at 2:30 p.m., by regular meetings of the Port Authority standing committees, if needed.  The committees include finance, personnel, community projects, and planning.

The Board of Directors consists of nine members, three appointed by each of the City of Heath, City of Newark, and Licking County Commissioners.  Board meetings and committee meetings are open to the public.  For more information, visit the Port Authority’s web site at HNLCPA.com.

New VP, Business Development

PORT AUTHORITY ANNOUNCES NEW VP, BUSINESS DEVELOPMENT

HEATH, OHIO – Hayley Amick has been named Vice President, Business Development with the Heath-Newark-Licking County Port Authority.  Amick recently started with the Port Authority in a position with responsibilities in economic development, financing, and real estate.

“The Port Authority aims to grow our role in financing and community solutions, including small business property availability and workforce housing support,” said Rick Platt, President and CEO.  “Hayley is familiar, from Day One, with the unique value proposition Licking County enjoys.  She is poised to achieve growth not just for the Port Authority but our entire region in industrial development.”

Amick comes to the Port Authority having worked with Grow Licking County CIC since 2021.  The Vice President, Business Development is responsible for managing the Potentia program, including financing programs for industrial development, non-profit, and workforce housing.  The position leads the Port Authority real estate portfolio primarily marketed to small business, including STEMFlex® in Newark.  She is involved in the community through the Young Leaders of Licking County and serves on the Licking County Planning Commission.  The Newark Catholic, University of Dayton, and Ohio State University graduate resides in Newark with her husband.

PORT AUTHORITY NOTICE OF PUBLIC HEARING

NOTICE OF PUBLIC HEARING

Notice is hereby given that a public hearing will be held by the Heath-Newark-Licking County Port Authority (the “Lessee”) on Monday, October 21, 2024 at 3:00 p.m. at the offices of the Heath-Newark-Licking County Port Authority, 851 Irving-Wick Drive West, Heath, Ohio 43056.  This hearing is for the purpose of considering the Lessee’s approval of the issuance of lease obligations in a principal amount not to exceed $10,000,000 (Ten Million Dollars) (the “Lease Obligations”) pursuant to a Master Lease-Purchase and Sublease-Purchase Agreement and the Exhibits attached thereto (collectively, the “Agreement”) in order to provide “Port Authority Facilities” as defined in and pursuant to Section 4582.21 et seq. of the Ohio Revised Code.  The proceeds of the Lease Obligations will be made available to Licking Memorial Hospital (the “Hospital”) to be used to finance (i) the construction of an education & event center, (ii) the construction, renovation, acquisition and installation of certain medical, information, clinical, technical, office equipment, electronic health record software and licenses for various departments of LMH at: (a) Licking Memorial Hospital, at its locations at 1320 West Main Street, Newark, Ohio 43055; 1717 West Main Street, Newark, Ohio 43055; 1865 Tamarack Road, Newark, Ohio 43055; 1915 Tamarack Road, Newark, Ohio 43055; 2000 Tamarack Road, Newark, Ohio 43055; 15 Messimer Drive, Newark, Ohio 43055; 200 Messimer Drive, Newark, Ohio 43055; 14 Westgate Drive, Newark Ohio 43055; 20 W. Locust Street, Newark Ohio 43055 and One Healthy Place, Pataskala, Ohio 43062, and (b) Licking Memorial Health Professionals (“LMHP”) at its location at 1320 West Main Street, Newark, Ohio 43055, such improvements are collectively referred to herein as the “Project.”  Under the Agreement, the Lessee will lease the Project from Park National Bank and such Lessee will sublease the Project to the Hospital.  The Hospital and/or LMHP will be the initial legal owner or principal user of the Project.  THE REVENUE OBLIGATIONS CREATED UNDER THE AGREEMENT SHALL NOT REPRESENT OR CONSTITUTE A DEBT OR PLEDGE OF THE FAITH AND CREDIT OR THE TAXING POWER OF THE LESSEE, THE COUNTY OF LICKING, OHIO OR THE STATE OF OHIO.  Interested persons are invited to attend this public hearing and will be given the opportunity to express their views concerning the proposed issuance of the Lease Obligations under the Agreement.  Anyone desiring to make written comments may give them to Richard J. Platt, President and CEO of the Heath-Newark-Licking County Port Authority, located at 851 Irving-Wick Drive West, Heath, Ohio 43056, on or before the date and time of the aforementioned hearing.  This notice is given pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended.

Board Elects Officers

PORT AUTHORITY ELECTS OFFICERS

HEATH, OHIO –  The Board of Directors of the Heath-Newark-Licking County Port Authority elected officers at its regular June meeting.  Steve Layman was re-elected Chairman and Fred Paul was re-elected Vice Chairman/Secretary for one-year terms.

Layman has served as Chairman of the Port Authority Board since 1998.  He is a Licking County appointee to the Board and is a real estate broker with Shai-Hess Commercial Real Estate.

Paul has served as Vice Chairman/Secretary since 2014.  He is a Heath appointee to the Board and is retired from Rockwell and C-TEC.

The Board of Directors consists of nine members, three appointed by each of the City of Heath, City of Newark, and Licking County Commissioners.  The Port Authority owns and develops the Central Ohio Aerospace & Technology Center in Heath and is the largest self-sustaining port authority in Ohio.
