The Port Authority purchased its first facility away from the Aerospace Campus. After puchasing the 55,000 square foot building and making a few repairs, the facility was leased to ES Manufacturing.

Walkway Crosswalk Painting
COMPLETE

In an effort to help with pedestrian safety, the delineated walkways have been painted. Even when walking in painted areas, remember to watch for moving vehicles.

Concrete Repair
COMPLETE

The site safety audit found places of concrete in a state disrepair. Jutlew was awarded the contract to improve these concrete surfaces.

Equipment Removal
COMPLETE

Robertson Construction of Heath was awarded the contract to remove a liquid chiller and two ac condensers that have not been used in over fifteen years.

Gazebo Makeover
COMPLETE

The four gazebos that are just outside of the Boeing Building received some much needed repairs.
New roofing materials replaced the old, fresh coats of paint were applied, and those rusting tables were replaced with reconditioned concrete ones.
Mike’s Roofing has completed the roof repairs.

Safety Audit
COMPLETE

Safety Audit review of the Campus area was completed and a few areas in need of repair or improvement to make the Aerospace Center a safer place for parking and for pedestrian travel.

Horton Building Landscaping
COMPLETE

Stypula Brothers Landscaping and Gardening Center is has completed the landscape improvements to the front side for the Horton Building. Ohio native plants were used per design by Peter Lowe of The Dawes Arboretum.

Antenna Removal
COMPLETE

Robertson Construction has completed work to remove 17 antennas from the roof of Building 4. The antennas were in various stages of disrepair and posed a threat to the rubber roof as broken parts can easily puncture the roof.

Construction Fence
COMPLETE

Construction fence. A & B Fence is installing a perimeter fence around the site where Buildings 56, 20 and the water tower stood to secure the construction area. There will be no disruption of parking or pedestrians during the project.

Light Pole Painting
COMPLETE

The light poles on the west side are being repainted. The work is being done by Showcase Landscaping. The project will require some minor parking disruptions as areas around the poles will need to be coned off for painting.

Building Demolition
COMPLETE

This project involves the demolition of five buildings, six water tower footers, two underground water valve vaults and all underground utilities connected to each of the structures. This project also includes the backfilling the site and seeding with grass. Layton Inc. from Newark, OH has been awarded the contract for the demolition of the buildings, footers and underground utilities.

Fire Pump Relocation
COMPLETE

Layton, Inc., was awarded the contract to update and relocate the fire pump servicing Building 4. The project, designed by DLZ is expected to save over 1.5 million gallons of fresh water per year. The new fire pump will be located in southwest corner of Building 4.

Ohio-Native Meadow Project
MATURING

Modeled after both the Horton Building Plaza project inspired by Dawes Arboretum and a Ohio prairie project at The Wilds, the Port Authority has begun a project to reclaim a one-acre area north of Building 4 as a meadow using Ohio-native plants. Showcase Landscaping will be thatching the area in November and the Port Authority will be planting an Ohio-native wildflower and prarie mix. The project is a test of this approach to grounds maintenance. The plan also includes benches and maintained recreational areas within the meadow.

Elevated Water Tower Demolition
COMPLETE

This project involved the demolition of a 250,000 gallon elevated water tower. The demolition included the removal of the elevated tank, columns and center standpipe to ground level. Iseler Demolition, Inc. from Romeo, MI was awarded the contract for the demolition of the tower. Iseler Demolition, Inc. specializes in water tower demolition and has done demolition projects all across the United States. The demolition was completed on July 21 and took about 10 hours.

Waterline Consolidation
COMPLETE

This project provides for consolidation of water lines on the west side of the campus. Layton, Inc. will be making changes to underground water lines during the first quarter of 2012, as a result of the new City water tower and the Boeing fire pump relocation.

Bridge Lighting Repairs
COMPLETE

This project involves replacing two light poles on the bridge that have rusted out at the base. Salyer Electric has been awarded the contract to make these repairs.

Bridge Berm Repairs
COMPLETE

This project involves the repair of the berms on the east side of the roadway both north and south of the bridge. These repairs will be above the retaining wall and will include re-grading the berm, adding soil erosion fabric and a limestone cap. Repairs to a culver pipe inlet will be done at the north west corner of the bridge. Layton Inc. has been awarded the contract to make these repairs.

Post 3 Improvements
COMPLETE

The two concrete planters in front of Post 3 have been removed. New asphalt was installed in the area where the planters rested. The project was a collaboration between the Port Authority and Boeing Facilities.

2011 Project Archives

Sidewalk/Walkway Updates
COMPLETE

Layton Excavating completed a series of on-site sidewalk and walkway updates, including an extension of the on-site walking path on the East side to meet up with the Heath recreational trails, a rear access to the UPS building northeast of Building 4, addition of a recessed access to the Upper Parking Lot walkway, and extension of the walkway in front of the Metrology Building.

Monument Sign Project
COMPLETE

Construction of a monument sign identifying Goodrich as a tenant in the Horton Building was completed in late 2011. The sign was constructed by Claggett and Sons.

Pavement Repairs
COMPLETE

Minor pavement repairs around the campus fall of 2011 were completed in early November.

Truck Entrance Security Upgrade
COMPLETE

This project involved the installation of two new traffic control gates; two new pole mounted street lights and a parking spot for a security vehicle. Work on this project was done by Steve Salyer Electric and Calvin Access Controls.

Horton Building
COMPLETE

A contract was awarded May 2010 to Robertson Construction Services of Heath for construction of a combination office and clean room building totaling 43,461 sf. The design, by architect Wachtell & McAnally of Newark, consists of a two story brick structure and will include an 8,200 sf space for installation of up to five state-of-the-art clean rooms. The building has been designed to meet LEED standards for Shell and Core and is expected to be the first new commercial office building of its type in Central Licking County.

Horton Building-Clean Room
COMPLETE

Work was completed by Western Environmental Corporation for the first clean room being designed as a class 10,000 of approximately 1,000 sf. The space is operational and available for lease to prospective tenants now.

South Campus Storm Sewer
COMPLETE

This project is now completed. Work done by Layton Excavating included installing a storm sewer from the area North of Kaiser Drive to a point along James Parkway south of the railroad spur. The project further prepared developable sites for development along Kaiser Drive and modernizes the stormwater system along Kaiser Drive.

Security Fencing
COMPLETE

A&B Fencing of Newark has completed installation of fencing on the west side of the Aerospace Center’s base campus. The fencing is the next phase of a series of security-related improvements designed to comply with homeland security standards.

Facility 85 Demolition
COMPLETE

Two pole barns at the Southeast corner of the Boeing building are were razed and the fence line relocated. The barns were used for cold storage of excess property prior to disposition and have exceeded their useful life. Work was done by Salyer Electric and A&B fence.

South Campus Tree Maintenance
COMPLETE

McCullough Tree Service has completed a winter work project to maintain a tree line along Kaiser Drive. The project saw wetlands protections and removal of debris and brush to promote healthy growth of the tree line. A certified Arborist was deployed on the project to ensure protection of the wetlands and preservation of the highest quality tree material.

2010 Project Archives

Water Tower Decommissioning
COMPLETE

With the opening of the new water tower in Heath this Summer, the COATC tower was no longer needed. The first of a series of moves which heads toward eventual removal began this Summer. Kel-Par Company of Newark relocated a pump station inside Building 4 and timed valving off the water tower to the start-up of the new Heath water tower.

When the new tower came online, water pressure improvements were most notable in the Metrology Building and buildings outside of Building 4. The sale and/or removal of the water tower is expected in late 2010 or early 2011.

Utility Extension
COMPLETE

Steve Salyer Electric to provided a route for electrical and telecommunications lines to enter the West side of Aerospace Center base campus with a project begun in July 2010. Conduit is now in place for AEP-Ohio to bring service directly to the new Horton building and future building sites. The most visible aspects of this project was seen parallel to the walking path on the South side of the Base.

Radiac Lab Fence Replacement
COMPLETE

A&B Fence of Newark replaced three gates and the west and southwest portions of the fence around the Bionetics’ Radiac Lab. The project replaced aging systems and included removal of barbed wire atop the fence, a provision no longer required. Work began August 16, 2010.

Bridge Demolition
Complete

With the opening of the Made in Licking County Bridge in September 2009, the old east side bridge of the Base no longer had a use. Plus, the design created a flood hazard with stream pilings. Demolition of the bridge began in May under a contract awarded to All Aspects Contracting and was completed in June. The project included the removal of the bridge deck, both abutments, both approach slabs and both sets of stream piles and piers. A large construction zone was set around this project.

Demolition
COMPLETE

Demolition on the former base cafeteria and COM began in late 2009. Law General Contracting of St. Louisville began on November 16, 2009 with removal of salveagable items and the project was substantially completed in March 2010. The project produced a buildable site as the outcome. A small addition to the Horton Building and utility infrastructure relocations were part of the project. The project required a shut down of the patio.

Gas Line Relocations
COMPLETE

The Energy Cooperative, at no expense to the tenants or the Port Authority, has completed a gas line relocation project that impacted the northwest and eastern portions of the Aerospace & Technology Center campus. The relocation changed gas line service to out buildings so that service is no longer fed through Building 4. It required some digging and construction zones to be on alert during December and into January.

James Parkway Bridge, Roadway Extension
COMPLETE

A September 21, 2009 ribbon cutting ceremony signaled the opening of the “Made in Licking County Bridge” and the substantial completion of the roadway/bridge project. FeeltheImpact.com has reports from throughout this highly-visible,
local economic stimulus project.

At its December 2008 Board meeting, the Heath-Newark-Licking County Port Authority awarded a contract for start of this $2.9 million project. A contract was executed with Layton Excavating and construction began on February 9, 2009. Previous action saw land acquisition, engineering, permitting, and authorization of a budget that included funds for the project to start in 2009.

Considered the third, and final, phase in roadway improvements to the COATC, the project included extending James Parkway north from Kaiser Drive to Irving Wick Drive West. It includes a new bridge which is part of the public street and replaced the 1960’s-era bridge that served as the east entrance to The Base.

Triggered by the next phase of improvements was a reconfiguration of the East Parking Lot at The Base. The new lot opened with temporary access in June 2009. The new configuration includes modern parking facilities and compliance with modern homeland security standards.

The improvements have a safety and public access impact on the eastern side of the Base Campus while opening up another 70 acres of property on the campus for development.

East Entry Lighting
COMPLETE

The new East Entry to the East Side Parking Lot saw the addition of three light poles along the new entrance boulevard. The poles match, in color and style, the poles installed on the new “Made in Licking County Bridge.” Delivery and installation of the poles occurred in November 2009. Hilscher-Clarke was the contractor.

Perimeter Fencing
COMPLETE

The first two phases of a five-phase project for homeland security compliance were completed in October 2009. These introduce new fencing as part of planned security improvements on the East side. Phase I was completed in September 2009 by A& B Fencing and extends from the South Entry truck entrance and includes replacement of fence around the Radiac Lab. Phase II was completed in October 2009 and extends across the East Entry vehicle entrance and creates a controlled perimeter from the roadway to Ramp Creek. This phase was completed by Kelpar.

Gate System
COMPLETE

A gate system to make permanent the traffic control measures on the northern loop of the road system is substantially complete with the gates operational in late October 2009. The contractor, Salyer Electric, installed the system which includes modern control measures to the roadway to limit vehicular access to the Post 2 area. Boeing Security will retain electronic control over opening and closing of the gates.

Outdoor LED Signage
COMPLETE

In order to modernize communication with on-site personnel, the Port Authority installed 4’ X 8’ digital LED message boards that replaced the old paper marquees currently in use. These marquees are located in each of the directional signs on the east and west sign of the base. Adams Signs installed the signs Oct. 5th and both were fully operational by Oct. 9.

Painting Project
COMPLETE

Facility 84, a cold storage building on the east side, received the same color scheme as Boeing’s hazmat storage building which is right next door. The building was completed in August 2009.

New Out Lot Storage Building
COMPLETE

Boeing Facilities managed a project initiated in early October 2008 to install a new storage building on an out lot on the east side of The Base. The storage building is east of the warehouse and adjacent to another, existing cold storage building. The pre-fabricated building was installed on a constructed pad July 15, 2009 with finishing work required to become operational completed in August 2009.

Building 4 North Roof Replacement
COMPLETE

Roof work is complete on the North side of Building 4. The Roof Replacement North project was constructed by Meade Construction. On May 18, 2009, Meade began replacing over 36,000 square feet of the roof area with a new roofing system designed to provide many more years of leak-free service. The project was substantially complete in July 2009.

AFMETCAL Signage
COMPLETE

The northern entrance to the Horton Building received a new sign in April. The “U.S. Air Force Metrology” sign was paid for under the energy conservation fund, a lease incentive designed to encourage decreased utility consumption on Building 2.

Asbestos Abatement
COMPLETE

Boeing Facilities managed a project to remove asbestos material in the northern section of Building 4. The project began in December 2008 and was substantially completed in the first quarter of 2009. It included interior ceiling grid replacement and new sprinkler installation. The leasehold improvements abated a major environmental issue that has loomed over the former Newark AFB facilities for over twenty years.

2008 Project Archives

Air Force Cleanup
COMPLETE

Cleanup was substantially complete at year end for 2008. Final site clearing is all that remains in the first half of 2009. Inital work on the final phase of cleanup got underway September 22 with major deployment and work beginning October 20, 2008. ProjectCam 2 has been positioned to monitor the progress on this 60-90 day cleanup process.

After additional rounds of investigation on soil and groundwater conditions and planning completed earlier this year, cleanup of this small parcel on the southeast side of The Base was committed to by the Air Force Real Property Agency. The AFRPA,
in a letter dated December 11, 2007 committed to resume cleanup work in 2008 on the 0.75 acre parcel of former Newark AFB property still owned by the U.S. Air Force. The cleanup project, when it commences, will see major soil removal work. The Port
Authority has no financial stake in this project but has been an advocate for this cleanup since 1996.

The first phase of the project, managed by the Air Force Real Property Agency, actually began May 7, 2007 with demolition of three buildings that remained on the parcel. An early victim of the project was the softball field on the west side.

The end product is hoped to be removal of a harsh regulatory veil on this one section of property and, most importantly, a “clean” site. When it is deemed clean, the Port Authority will be transferred ownership for possible future reuse.

Salt Bin
COMPLETE

Work began on the erection of a new salt bin for the COATC Base Campus in mid October and was completed in time for the first delivery of salt and snowfall in late November 2008. The former salt bin on the east side of the Base, succombed to the Air Force cleanup project. Also, the old bin had outlived its useful life and was sold for scap in late September. In order to retain the on-site capability to store salt for snow removal, the Port Authority’s capital plans called for installation of a new salt bin. The location for the new bin is just east of the Building 4 warehouse and near a building recently retrofitted to house a backhoe used to load roadsalt into plows and trucks. Robertson Construction of Heath was the contractor.

Building 2 Painting Project
COMPLETE

The repainting of the Horton Building got underway October 1 and was substantially complete November 2. The AFMETCAL-occupied portion of the building received a fresh, outside paint job. The paint scheme is a two-tone beige and off white with the lighter tone accenting the windows. It has been over 10 years since the building was last painted. The work was done by Herron Painting (dba AccuPro) of Buckeye Lake.

Storm Damage Repair II
COMPLETE

Patch work done to two south sections of roof on Building 4 after the wind storm spawned by Hurricane Ike hit Ohio and Licking County on September 14, 2008 did not hold. The storm caused more damage to the roof sections than previously thought.

The Port Authority, for the second time in as many months, quickly mobilized for repairs under an emergency contract with Kalkreuth Roofing. Work
began Monday, October 20 on the “E” sections and was substantially complete on November 2. The total costs associated with repair to Port Authority property could now potentially reach $700,000.

Storm Damage Repair
COMPLETE

A wind storm spawned by Hurricane Ike hit Ohio and Licking County on Sunday evening, September 14, 2008. The storm caused catostrophic damage to the high bay roof of Building 4, damaged four other lower roof sections and two other building roofs, brought down trees, and did other property damage.

The Port Authority quickly mobilized eight different contractors for roof, mechanical, and grounds repairs. Within 48 hours, all but the high bay roof had received, at least, temporary repairs. Customers and personnel were kept up to date via On Target News.

By Day 8, the high bay roof had been repaired under an emergency contract with Kalkreuth Roofing and achieved a measurable level of protection measured at 90% or better coverage. The detailed work on the high bay roof is expected to be completed before Friday, September 26.

Sidewalk Repair
COMPLETE

The Port Authority took still another proactive step on safety. Little yellow dots scattered on sidewalks around the campus indicated areas in need of immediate repair. Those markings on the sidewalks and patio marked areas where the concrete had dropped and become uneven. The worst such areas were identified as possible tripping hazards.

B-Level, Ltd of Baltimore, Ohio was contracted to perform leveling and/or grinding of these areas in need of repair. The work took place on August 28.

Building 4 Roof Replacement
COMPLETE

Roth Bros. Roofing replaced faulty Building 4 roof sections from June through August 2008. The need for replacement was caused by investigations that found two major sections of roof replaced in 2001 were already failing. The work was staged on the west side of Building 4 near Post 2 and the dock area. As of September, only a punch list of items remained to be completed.

High Bay Roof Repair
COMPLETE

During the winter of 2007, while inspecting roofs for damage due to the severe weather, an area on the High Bay roof was discovered to be in need of major repair. It was later found that the adhesives that held the rubber roof membrane to the roof insulation had failed due to moisture that had somehow gotten in between the two. There was no leak at that time so this area was temporarily repaired until favorable weather.
In August 2008, a crew from Roth Bros. Roofing removed the damaged roofing membrane and replaced it. Due to the height of the roof and the distance from the parking lot to the rooftop, a ninety-ton crane had to be used to move materials and equipment from flatbed trucks to the High Bay Roof area. Warranty work was performed promptly.

Post 6 Reconfiguration
COMPLETE

This past winter, sparked by the combination of a near miss with a backhoe and the 0% compliance with the marked pedestrian path through the dock area of Post 6, the IPT group of tenant reps was tasked with finding a mutually-agreeable solution to improve the enforcement of safety in this area. The solution averted the need to close Post 6 as an entrance alternative.

The IPT group asked for a capital improvement to help try to mitigate the lack of safety compliance. Leadership for Boeing, AIS, and Bionetics all signed off on the solution proposed. Thus, a fence and gate across the current walkway was installed. Pedestrians will continue to be asked to use the pavement markings as their path but will now access Post 6 via an inlet just south of the cooling towers.

East Side Sanitary Sewer Extension
COMPLETE

Law General Contracting began work May 12 on an extension of the City of Heath sanitary sewer service to serve ten acres of developable property on the east side of the Base Campus of the COATC. The project is a sister capital improvement to the third phase of roadway improvements currently under engineering design.

Walking Path
COMPLETE

A short “Inaugural Walk” ceremony with Heath Mayor Waugh on May 15 officially opened the new Base walking path. Sparked by customer interest, the Port Authority developed plans and specifications for a phased approach to a delineated, dedicated walking path at the COATC. The path is planned to, in the future, connect to Heath and Licking County’s growing bike path network. Improved walking paths at the COATC were a component of the 10-year capital plan and the 2007 budget of the Port Authority provided for its construction. Law General Contracting was awarded the contract and work got underway in the Fall 2007 on the first phase of improvements. A preliminary set of plans was made available for customer review through August 31 with comments running 50-to-1 in favor of a new path.

Construction of the first phase of a new walking path had to be postponed until May 2008 when asphalt plants closed for the winter and a small punch list of items remained to be completed.

North Parking Lot Restriping
COMPLETE

The new North Parking lot opened in November and doubles as a visitor and public parking area that complies with homeland security standards. However, a season of experience with the lot showed the need to reconfigure to wider aisles and spaces. A new, larger 200 s.f. space was adopted for the new lot and new lots in the future. Restriping work started Friday, April 25 to accommodate wider spacing. The lot reopened April 28. The new striping and larger size standard resulted in a loss of about 30 parking spaces.

Tree Clearing
COMPLETE

Some seasonal scheduled work occurred along Irving-Wick Dr. and East of The Base entrance before April 14. McCullough Tree Service removed vegetation along the design route of the future expected James Parkway extension corridor and its intersection at Irving-Wick Drive.

Even though not a requirement of the project, the removal complies with state and federal environmental and natural resources regulations.

Greenway
COMPLETE

Ohio Valley Tree Service cleared an area of brush between Ramp Creek and Irving-Wick Dr on the east side of the Base Campus. The purpose for the brush clearing is to make way for the James Parkway Phase III roadway project. The work was completed in February 2008.

2007 Project Archives

North Parking Lot
COMPLETE

On Wednesday, November 21 work was substantially complete on a new North Parking Lot project to reconstruct parking north of Building 2 and west of Building 4. Law General Contracting of Newark was the contractor.

The project originally created 190 parking spaces in a configuration similar to the west parking lot completed in 2004. The lot doubles as a visitor and public parking area that is complies with homeland security standards. However, a season of experience with the lot shows the need to reconfigure to wider aisles and spaces. A new, larger 200 s.f. space is called for now and in the future. The lot will be restriped in Spring 2008 to accommodate wider spacing.

Motorcyle/Bicycle Lot
COMPLETE

On September 17, a new lot for motorcyle and bicycle parking on the west side of The Base opened. Law General Contracting began work Sept. 4. The new lot is designed to be safer, with its own entrance/exit off of the entrance road as opposed to the former configuration which was off the slanted, upper lot access road. The new lot has a modern bike lock mechanism for bicycles with 13 spaces for bikes and 20 for motorcyles. Additionally, a newly-designated motorcycle lot on the east side is also planned near the electric substation. Combined with existing such spaces, the transportation facilities at The Base can now accommodate 5% of the workforce commuting to work using these two modes of transportation.

Concrete Work
COMPLETE

Work has begun to spot repair concrete at various locations on the Base Campus of the COATC, including bridges and storm sewer collection. Also, a contract for concrete work related to future walking path plans has also been let. Both projects could see detours and traffic disruptions during work and curing times.

The contract was awarded to Layton Excavating of Newark and work began Sept. 17.

Sanitary Sewer Repairs
COMPLETE

A recent camera inspection of the sewer line outside Post 3 revealed a highly corroded steel pipe blocking a portion of the sewer line. Old prints for the area did not satisfactorily reveal the nature of the pipe and what it is carrying so it was decided to excavate the site and effect permanent repairs. After a bit of extra excavation work, the pipe was located and removed. The work is being accomplished by Layton Excavating and was substantially completed September 10.

Post 3 Downspouts
COMPLETE

Claggett & Sons of Newark was contracted to reconfigure downspouts on the north side of Post 3 as a measure its hoped will improve safety and ease maintenance. The area has seen increased pedestrian traffic since the installation of smoker hut in 2005 and has been a source of concern for possible slips and falls during the winter.

Patio Landscaping
COMPLETE

A project to update the patio landscaping is now complete. A hedge row at the southern end of the patio was removed and new plantings were installed by Village Landscaping of Newark. The project comes about from customer comments seeking a more colorful, updated look on the patio. See a detailed project review at Base TV.

Demolition
COMPLETE

From July 3 through mid August, R&L Excavating of Hanover undertook a multi-part project to raze the former tornado shelter and what else remains from the area where the former child day care facility was located. The final product is a marketable, greenfield building site. The project also included removal of Building 17, a maintenance shed located on the west side of the Base Campus. This removal makes way for the new North Parking Lot and security improvements in that area of the campus.

Paving Project
COMPLETE

Shelly Company of Thornville completing repaving of the west entrance roadway as part of several paving projects on the Base Campus in mid July. Other project areas include a problem area south of the warehouse, resealing of the parking lot east of the water tower, and a cutout section on the east side outside of Post 9 was also be paved. The last of the work was completed Monday, July 16 with some minor restriping items to follow in the near future. One key change: the parking lot east of the water tower will be restriped as a handicapped parking area only.

Sewer Force Main Repair
COMPLETE

Claggett & Sons of Newark has completed a repair of the sanitary sewer force main that connects the COATC Base Campus sewer lines to the City of Heath’s system. The existing force main was replaced with a new line under Ramp Creek. Work began in early July with site preparation and pipe construction.

Softball Field Demise
COMPLETE

The long-sought Air Force project to cleanup the last remaining USAF-owned parcel on the grounds of the former Newark AFB (see above) brought about the demise of the former Base softball field. The softball field was under lease to the City of Heath Parks Department for two seasons. That lease was terminated and the last official use of the field was Sunday, April 29. The softball field’s equipment (bases, benches, etc.) was made available to the City of Heath, at no charge, for redeployment at area ball fields. Fences and backstop were sold via online auction. The infield was plowed over on May 16.

Day Care Buildings Removal
COMPLETE

As expected, Southtowne Kids Club relocated to the former Hopewell Credit Union building adjacent to the COATC on Heath Road. The relocation caused the Port Authority to sell the five modular buildings, which were removed the week of May 7. Loose debris was removed under a contract with Got Junk. Later, the former tornado shelter and what else remains will be razed.

West Side Parking Lot Lights
COMPLETE

An electric problem causing the failure of the west side parking lot and entrance lighting in February and March was resolved. The problem was first isolated to the entrance roadway, meaning the parking lots are now fully illuminated. Base personnel are still encouraged to act safely when parking and walking in these areas during times it is dark outside.

Landscaping Compliance
COMPLETED

A City of Heath ordinance bans mulch from being placed anywhere within three feet of a commercial building. In order to improve compliance, several landscaping beds on campus have seen mulch replaced with a washed river gravel. Village Landscaping conducted the work during the first part of January. Building 2 was the most-impacted of the buildings on campus.

Post Six Improvement Project
COMPLETE

Improvements to one of Building 4’s secondary access points was completed in mid November. This is a project added to the 10-Year Capital Improvements Plan by suggestion of Base employees. Over the years, there had been a great deal of difficulty controlling snow and ice in this area due to security requirements. This project removed pavement, provided green space, and hid the concrete barriers.
Additionally, after construction revealed a crumbling asphalt base, a new concrete sidewalk was poured at the Post Six entrance. Law General Contracting was awarded the contract. Construction was completed in mid November. Post 6 was closed during this project.

Building 2 Weatherization
COMPLETE

Three doors that no longer provide an adequate weather seal, were worn out, and failing were replaced by Richardson Glass starting October 25. The replacements were aimed at making necessary updates to these systems while also investing in energy conservation. These capital improvements were part of the 2005 Energy Review recommendations incorporated into the Port Authority’s 10-year plan. This project was completed in late November.

Gas Line Improvements
COMPLETE

Energy Cooperative replace approximately 200 feet of eight-inch high pressure gas line with 10-inch high pressure gas line. This replacement meets new Federal-mandated safety guidelines. The work took place south of the gas farm located near the water tower. There was to be no effect on gas supply during this replacement. As of late November, only clean up items remain uncompleted.

Building 2 HVAC Controls System
COMPLETE

Installation of a network-based system to control the heating, ventilation, and air conditioning systems for Building 2 is now substantially complete. A system designed and programmed by Riley & Associates was selected in October 2005. Additional contract work was done by Trane and by Salyer Electric. The system promises network-based control and programming of the thermostats as well as realtime monitoring of the HVAC system. The system was the top recommendation of the Port Authority’s energy review as part of the 2005 update to the 10-year capital plan. A similar system is in place at Utica High School. It was fully operational and turned over to AFMETCAL management in early October 2006.

Building 4 Paint Project
COMPLETE

Painting of the concrete portions of Building 4 is now complete. The project was both a modernization and maintenance
project. The paint project did not involve painting or disturbing the metal siding. This project follows a major door
project in 2004 as major outside building improvements to Building 4. The contractor was Kastra Painting of Columbus.

This major project began with a demo paint area designed to show off paint schemes and aid in selecting the
right color combination. Following that demonstration and tenant input, the Port Authority opted
to proceed with a two-tone brown scheme called Alencon Lace and Natural Wheat. A web poll, which ran through
April 21, 2006, sought votes for the preferred paint scheme with the selected scheme receiving 61% of the votes
compared to the alternative with 34%. See the Project Article

Water Tower
COMPLETE

Major repair work to the interior of the on-Base water tower was completed following an inspection, testing, and refill in late July. This is a project that
began April 28 with equipment deployment. Interior coatings were stripped with application of new coatings beginning late May. A leak was discovered in mid June that triggered another round of equipment deployment and repair which was substantially completed July 3rd. Inspections were completed and the tank refilled in late July.

Dating back several years, a consultant’s study indicated that the COATC water tower needed major repair to continue to properly function.

The Port Authority considered alternatives aimed at avoidance of this potentially-disruptive project.
However, a review determined that the water tower cannot be eliminated and the possible other alternatives under consideration, including one to separate the drinking water lines served by the water tower so that the tower serves just Building 4 fire suppression needs, was rejected.

The contractor was L.C. United Painting. Engineering firm Jobes Henderson of Newark completed an engineering review. Columbus Consulting was the inspection provider.

Monitoring Well Abandoment
COMPLETE

A total of 32 monitoring wells, left behind by the Air Force, are scheduled to be abandoned and removed. Further monitoring of these wells is no longer required. The abandonment is scheduled to take place the week of July 17th. Two contractors will be on site to perform this activity.

Building 4 Warehouse Roof
COMPLETE

Major roof replacement on the warehouse area of Building 4 began the week of May 15th and was substantially complete by June 30 with only punch list items remaining. This roof project represents one of only two remaining roof projects planned in the 10-year capital improvements plan with the next roof project not expected until 2010. Under the Port Authority’s Quality Contracting principals begun in 2003, Kalkreuth Roofing and Sheet Metal was awarded the contract for the roof replacement project.

Cafeteria Remodel
COMPLETE

After receipt of a new business plan for improved management of the Flight Line Cafe, the Port Authority undertook a
project designed to update the appearance of the dining area of the cafeteria and upgrade the meeting room facilities. The
updates included painting, new cabinetry, and maintenance updates.

The remodel fulfills a promise for a cafeteria update made in the Port Authority’s Quality vs. Quantity Amenities Strategy. It also
provides a right-sized meeting room facility available 24/7 for on-site corporate and community meetings. Depending on configuration, the
room can hold 50 people for a training session and over 100 people for a reception. Aramark, the vendor for the Flight Line Cafe, is
the meeting room scheduler.

Contracts were awarded for work which began in early April. The cafeteria remained open during the construction which was substantially complete May 3, 2006.

Eastern Gateway Clearing
COMPLETE

In late January, the Port Authority cleared brush and spruced up the grounds adjacent to the COATC eastern entrance. The clearing was done on a 1.18 acre parcel of land that was donated to the Port Authority earlier this year by Sentinel U.S.A. of Newark. The clearing increased visibility to the available property on the eastern side of the Base Campus of the COATC. Village Landscaping was the contractor performing the work.

Emergency Storm Drain Repairs
COMPLETE

It was recently discovered that a large storm grate in the East parking lot had been undermined and was in danger of collapsing. A second, nearby grate was also targetted for repair at the same time. The area was blocked off with cones. Claggett & Sons, Inc. performed the work to repair the damage. The winter work required a longer time for the concrete to cure but the areas are now complete.

Ramp Creek Debris Removal
COMPLETE

In the aftermath of one of the worst ice storms that Central Ohio has seen in recent years, Congressman Bob Ney secured federal assistance. This aid was in the form of an $11,000,000 winter storm recovery grant, of which $355,000 has been earmarked for Licking County. This money was used to employ area residents in the clean-up effort, as well as, help local governments restore public lands. Ramp Creek, north of The Base, was one of the target areas. Workers, assigned through Licking County Jobs and Family Services and managed by LEADS, have completed, as of December 6, clearing log jams from Ramp Creek. Hear a Base Radio interview at the start of the project.

Base Directional Sign
COMPLETE

At some point in late 2003, the sign directing traffic from northbound St. Rt. 79 to Irving Wick Drive West became a victim to the bridge widening and replacement project. The sign location was lost to the widened bridge and the sign itself was accidentally destroyed. A replacement sign was erected by Kessler Sign Company September 21.

Storm Drain Repairs
COMPLETED

Claggett & Sons completed concrete repair work on the West side of campus. Two of the storm drains in the roadway were crumbling and needed replacement. While here, they also repaired cracked and uneven sidewalks that can made it difficult for handicapped access.

Parking Lot Repairs
COMPLETED

A paving and repair project to the east side parking lot is now complete. The work, which saw repair to the most deteriorated parts of the lot, caused a detour of portions of the east side parking lot for parts of two days in mid June. East side parkers were very cooperative. The contractor was Columbus Asphalt Paving. See the paving plans.

Misc. Roof Repairs
COMPLETE

No major roof replacement projects were planned in 2005. However, a proactive review of the Building 4 roof conducted in late 2004, including a thermal imaging review over certain sections, identified the need for spot repairs and preventive maintenance to sections of the roof replaced before 1999. Tremco Roofing was awarded the work on a time and materials basis under a state cooperative purchasing contract and undertook repairs in May. The project resulted in zero outstanding work orders for roof leaks.

Buildings Painted
COMPLETE

Two buildings, 119 and 117, underwent a new paint job. The work was done by Coleman Painting and, except for punch list items, is substantially complete. These are the only buildings slated for painting this year.

Post 6 Awning
COMPLETE

The awning covering the entrance way to Post 6 has been replaced. The weather through the years has caused the awning to crack and pull away from the building. The new awning was installed by Kessler Sign Company this week.

Gazebo Equipment Upgrades
COMPLETE

The affixed chairs and tables in the Building 4 gazebos were removed in late 2004 pending location of equipment to repair them. The equipment arrived earlier this year and the furniture has been re-installed. This is an in-house project of the Port Authority. As of late May, fixture repair in all of the gazebos has been completed.

West Entrance Sign
COMPLETE

The west side entrance sign had been removed for major repair. The repair has now been completed. The nine-year-old sign, like it’s east side counterpart which was repaired in January, had shown many indications of wear and corrosion due to Mother Nature. Kessler Sign Company completed the repair work in their shop. The fencing along the western entrance drive was permanently removed as part of this project.

Guard Rail Replacement
COMPLETE

Guard rail lining the western-most entrance to the Base Campus was replaced. The painted rail, which had become chipped and discolored, was replaced with galvinized steel railing. A 400 foot section on the west side of the road was permanently removed. Traffic was maintained. A&B Fence of Newark installed the rail. See the plans.

Marquees
COMPLETE

After a successful test of a new, less labor-intensive marquee system was conducted near the east entrance to the Base Campus of the COATC, a new marquee has been installed to replace the old one currently in use near the west entrance. The new marquee holds printed paper instead of letters. It also uses color and offers greater flexibility while also being safer and easier to change out.

Hess Park Shelter House
COMPLETE

The shelter house in Hess Park was razed on March 15, 2005 and the surrounding grounds were prepared for grass overgrowth. Law General Contracting of Newark was the contractor. The 2004 Holiday Ice Storm dropped large tree limbs on the roof of the shelter house on the east side of the Base Campus. The cost estimates to repair the damage exceeded the benefits, particularly considering only 10 scheduled events were held in the Park in 2004. The restroom facilities will be retained and remain available for scheduled use with the ballfield. Picnic tables will be retained around the ballfield. The Hess Park plaque was made a part of the Port Authority’s permanent loan of former Newark AFB relics to The Works museum in Newark.

East Bridge Repairs
COMPLETE

An annual bridge inspection by Jobes Henderson revealed the need for minor repairs to the road surface on the bridge. Minor repairs were undertaken in March. Additional repairs may become necessary later in the year.

Upper Parking Lot Access
POSTPONED

This proposed project has been postponed for review again in 2007. The feasibility of an additional access to the Upper Parking Lot on the west side of the Base Campus was reviewed. The access point has been a request of those parking in the upper lot who work in Building 4. The feasibility analysis found the limited number of pedestrian users did not overcome the high cost estimates, safety, future maintenance, and regulatory compliance issues. Should use of the upper parking lot increase due to increased employment on the west side of the campus, the project will be reconsidered.

East Entrance Sign
COMPLETE

The east side entrance sign was removed for repair. The sign was removed January 11th, leaving a concrete monument with The Base logo as the only remnants of the sign. The sign, almost 9 years old, had shown many indications of wear and corrosion due to Mother Nature. Kessler Signs did the repair work in their shop and returned the repaired sign by month’s end.

2004 Project Archives

Patio
COMPLETE

Village Landscaping completed tree removal on the patio outside of the Flightline Cafe on Wednesday, Dec. 8. This project became a necessity. A flock of small birds overran the patio this Summer and they and their “gifts” were unable to be managed by increased daily maintenance, plastic decoy owls, and more frequent power washing. Consultation with an arborist and review by Port Authority facilities and Boeing facilities teams resulted in the agreed decision to remove the large trees on the patio and to trim the trees lining the roadways. The alternative was to remove the bird’s food source by closing the patio. Low-growth trees will be sought to maintain landscaping on the patio.

East Side Water Line
COMPLETE

Claggett & Sons of Newark is substantially complete with construction on a joint City of Heath-Port Authority project which saw a water line connection utilizing existing water lines on Port Authority property. It brought direct city water services to the east side of the COATC Base Campus and to northeast portions of the new South Campus. State FY 2005 grant funds were provided by the Ohio Public Works Commission. Plans were completed by engineering firm Jobes Henderson of Newark.

Radiac Lab Roof Repair
COMPLETE

Kel-Par Co. of Newark completed repairs to the Bionetics-run radiac laboratory. The underground lab needed repairs to its “roof” to prevent water damage. The project, made more complex by finding unanticipated underground conditions, is hoped to greatly lessen, if not eliminate, water infilitration to the lab.

Building 4 Smoker Hut
COMPLETE

The Port Authority Board approved funding from its capital fund to reimburse Boeing for installation of two new all-weather, outdoor shelters. One was installed north of Post 3. Another is slated for the east side of Building 4 and to be installed in 2005. The shelters cater to smokers. This project is a Boeing-led project and the shelters are maintained by Boeing for the benefit of Building 4 personnel and visitors.

Storm Sewer Manhole Repairs
COMPLETE

Claggett & Sons of Newark repaired storm sewer system manholes at various places on the Base Campus of the COATC. The Port Authority’s 10-year capital plan shows such improvements programmed for five of the ten years of the plan.

East Side Parking Lot Striping
COMPLETE

Starting September 28, the parking lot on the east side was be re-striped. The re-striping, done using Port Authority in-house resources, brightened up the area in anticipation of a 2006 repaving project.

Base Signage Changes
COMPLETE

Welcome banners at five locations near the two entrances were put up in October which bear “The Base” logo. Previously, at 11 locations on the Base campus of the COATC, the new “The Base” logo was added to signage. The logo is part of the Port Authority’s adoption of the nickname “The Base” to refer to the Base campus of the COATC. The first of the signage changes were undertaken May 10th.

Building 4 Roof Replacement
COMPLETE

Kalkreuth Roofing & Sheet Metal is now substantially complete with a roof replacement project that began August 4 to replace two major roof sections on the north end of Building 4. The bid package was the first test of the Port Authority’s new Quality Contracting specifications. The bid was below estimates with four contractors bidding. The project had no change orders.

West Side Parking Lot Reconstruction
COMPLETE

This project is now substantially complete with only a few small items remaining to be completed. Cars were able to start parking on the lot July 31st.
Base Construction of Columbus was awarded the contract June 15 for major reconstruction and repaving of the west side parking lot
on the COATC Base campus. The project, which began on June 21, improved the lot by leveling the lowspots out, updating drainage, widening pathways,
and reducing access points to the main drive (from 10 to 3). Some minor work was done near the east entrance bridge.

Though the number of available parking spaces decreased from 197 to 171,
snow removal and safety improvements are expected as a result. Parking lot improvements were top among concerns borne
out of the Customer Satisfaction Survey. This was the first of several parking lot projects in the Port Authority’s
10-year, $11.4 million capital improvements plan. ADR & Associates of Newark was the engineering firm.

Building 4 Entrance Doors
COMPLETE

Work is substantially complete on this project which saw replacement and repair of doors on Building 4, including the main entrance doors at Post 3. Claggett & Sons, of Newark, was awarded the contract in December 2003 with Richardson Glass of Newark serving as a subcontractor. The plans were drawn up by Wachtel & McAnally Architects of Newark.

West Parking Lot Reconfiguration
COMPLETE

In response to comments received in our Customer Satisfaction Survey and to aid snow removal efforts, Law General Contracting reconfiguring a portion of the west parking lot, the busiest lot on the COATC campus. The project involves realignment of roadway, removal of several islands, and creation of a buffer adjacent to the Conference Center in preparation for a major repaving project which is slated for Summer 2004.

Monitoring System
COMPLETE

Kemper Controls has completed initial testing with final ramp up expected in early 2004 on a five-station wireless monitoring system. The system, which connects to the newly-installed wireless network, upgraded alerts on five critical utility systems from flashing-light alarms to actual monitoring and remote alert systems. The system provides alert functions via the web and telecommunications devices while also allowing for more detailed monitoring. In the near future, the Port Authority will be able to monitor, via the Internet, the status of these critical systems around the clock.

Wireless Network
COMPLETE

Parellel Technologies engineered and installed a wireless network to connect existing and future wireless components to the Port Authority’s network server. The network gives direct server access for information sharing and sharing of Internet service at facilities outside of the Port Authority’s administration building.

Building 4 Roof Repair
COMPLETE

A repair project for a major roof section for Building 4 is now complete. Equipment was hoisted onto the roof by crane on September 2nd. The project was completed three weeks ahead of schedule, within budget, and with no substantial change orders. The repairs were to a section repaired in 2001, never properly completed, and found to be unsatisfactory. Kalkreuth Roofing & Sheet Metal, Inc. was awarded the contract July 15 after a public bid.

Rec Center Gutter Drains
COMPLETE

In August, Layton Excavating completed a project designed to divert waterflow so as to prevent ice build-up in the street between Buildings 2 and 4.

Improvements to Upper Walkway
COMPLETE

Village Landscaping completed landscaping updates at the start of this project to make room for lighting changes. ARC Electrical Contractors is now complete with installation of a bollard lighting system. This project was designed to improve access to the upper parking lot while easing maintenance and snow removal.

Exterior Painting Projects
COMPLETE

Painting is complete on several leased buildings on the Base campus, including Building 20 which is leased to BAE SYSTEMS and Building 56 which is leased to Boeing for fire department operations. Lacey Painting was the contractor.

Painting is complete on Building 17 which houses the Port Authority equipment fleet.

Masonry and Concrete Repairs
COMPLETE

Work was completed in late May for storm sewer and building items in need of mortar and concrete repair at four locations on the main campus. Kel-Par Company of Newark was the contractor.

Guard Rail Post Replacement
COMPLETE

A&B Fencing was contracted to replace damaged guard rail posts at various locations, particularly the western entrance to COATC.

Conference Center Roof Repair
COMPLETE

Emergency repairs were made in late April to the roof overhang over the west side of the conference
center. The roof sections received minor damage by being struck by a truck and, upon
investigation, were found to have more significant damage. Claggett and Sons of Newark
completed repairs May 2nd.

Conference Center Modernization
COMPLETE

Modernization of the COATC Conference Center is now complete. The modernization increased
usable floor space, improved lighting and sound, and transformed the facility into a more multi-purpose facility. The
conference and meeting room facility is adjacent to Aramark’s Flightline Cafe. It was known as
the Consolidated Open Mess (C.O.M.) during the Air Force days and had not seen a major renovation since 1973. See the

BAE SYSTEMS Building Renovation
COMPLETE

Renovation of the office portion of Building 20, occupied by BAE SYSTEMS, is now complete. Work was completed January 10. The renovations included ceiling, flooring, and other minor interior improvements designed to
provide a more modern office setting. BAE SYSTEMS leases the space under a lease with the Port Authority begun in November 2002. The renovations were tenant-funded with the contracts managed
by the Port Authority.

Meeting Rooms
COMPLETE

Two rooms at the West side of the COATC Conference Center and totalling 729 sq. ft. have been reconfigured for use
as meeting rooms. Work was completed in January. One room makes an excellent small conference room. The larger room holds up to 32 people
for seminars and training sessions and more for receptions.

Rail Spur Upgrade
COMPLETE

Major renovation of the rail spur which traverses the COATC on the West side and just South of the Boeing
Building was completed in December 2002. This spur serves Kaiser Aluminum and is available for future use by tenants of the COATC campus. The upgrade
will improve safety and extend the life of the track. The upgrade is being undertaken by Kaiser Aluminum as part of an
agreement with the Port Authority.

Building 3 Painting
COMPLETE

Painting is now complete on the maintenance shop building located at the northwest section of the main campus. The painting is
part of an effort to improve the appearance of several out buildings on the campus and is
done using in-house resources.

West Bridge Repair Project
COMPLETE

Construction is complete on repair of the western-most bridge entering the campus. Repairs, which
began September 30, were suggested as part of an annual bridge inspection and were needed to properly maintain the bridge
for years to come. Claggett & Sons of Newark completed the work in only 17 days, ahead of schedule and within budget.

Storm Sewers Repair Project
COMPLETE

A contract was let for repair of several storm sewer catch basins on the COATC campus. Repair work onthe seven basins needing the most attention was completed October 25.
